Included Against Excluded: The Comparison That Decides It

Two rooms can look £15 a week apart and land in completely different places by March. The advertised rent is only one line of the comparison, and it is the only line an excluded-bills listing is showing you.

Work the comparison on four things rather than one: what the weekly figure contains, who is legally on the accounts, who carries a late payer, and how much of the year is exposed to a cold winter.

Why Bills Included Helps Shared Houses

In a bills-excluded house someone has to open the accounts in their own name, chase eight people for a share each month, and absorb the shortfall when somebody pays late. That single arrangement causes more friction in Lancaster student houses than any other. A bills-included rent removes it entirely: each tenant pays one weekly figure and no household member is personally liable for a utility account. The effect scales with household size — our nine and ten-bedroom houses are both £135 per person per week bills included — because the standing charges and the single broadband line split across more people.

Why bills included matters most if you are arriving from abroad

If you are moving to the UK for the first time, a bills-included rent removes a job most international students do not realise is waiting for them. Opening UK gas, electricity, water and broadband accounts normally requires a UK bank account and a UK credit history, neither of which you will have in your first fortnight. A bills-included home means the accounts already exist and none of them is in your name.

The package covers gas, electricity, water and high-speed fibre broadband or Wi-Fi, with TV licence support and free laundry access where the property provides them, inside one weekly figure — £125 to £139 per person per week for a room in a shared house, £229 per week for the North Road studio.

GOV.UK requires any deposit to be placed in an approved scheme within 30 days of being received, and states that a landlord cannot ask for, encourage or accept any rent payment before the tenancy agreement is signed. Most UK student tenancies also ask each tenant for a UK-based guarantor — if nobody in your family is in the UK, raise it in your first message rather than after you have chosen a house, because we will consider guarantors living outside the UK.

Council Tax, Fair Use and the Rest of the Small Print

Two things sit just outside the weekly figure and are worth understanding before you sign rather than in February.

Council Tax first. GOV.UK states that households where everyone is a full-time student do not pay Council Tax: the course must last at least one year and involve at least 21 hours of study a week, and for under-20s studying up to A level, at least three months and 12 hours a week. The exemption is not always automatic — if a bill lands on the mat, apply for it with proof of study rather than paying it. A household that includes a non-student will be billed, although a discount may still apply.

Fair use second. Some of our homes include a fair-use allowance, and the terms vary with the size and type of the property — the twelve, fourteen and twenty-bedroom Queen Street houses word their packages that way explicitly. Ask us for the allowance terms on your specific home when you enquire and we will confirm them in writing alongside the tenancy, so there is nothing to discover later.

Included-Bills Details to Confirm

A bills-included home is easiest to compare when the package is written down before you sign. Ask for all of this in one message rather than one item at a time.

• Ask which utilities and services are included, and at what speed the broadband runs.
• Ask whether a fair-use allowance applies to this specific property and what its terms are.
• Ask how broadband and heating faults are reported, and who answers out of hours.
• Ask whether free laundry and TV licence support apply to this property.
• Ask where the bills-included package is recorded in the tenancy paperwork.
• Ask for the weekly figure per person and the tenancy length in weeks in the same reply.

Final Recommendation

Compare on the total per-person-per-week figure with utilities inside it, never on the advertised rent. A £110 room with bills excluded is rarely cheaper than a £125 room with bills included once a Lancaster winter is on the meter, and the difference is invisible until January. Get the package in writing for the specific property, check what happens if a fair-use allowance exists, and then judge the home on location, room quality and how repairs are actually handled.
